No

...the international license is only a verification of your real license

Umm I am sorry my friend you are sadly mistaken. I am both a citizen of the USA
and of Italy. Also my license here in the states is suspended. By international right I can take my ass up to the UN and request an international drivers license. Or request it through the Italian embassy. Whichever comes first or a combination of the two.

Also to be noted is that if your license is suspended here in the states and you have the ability to get an international drivers license, it supersedes any suspension done by any one state.
So yes you could still be legally driving in a state where you so called "privilege" to drive has been revoked.

There are two types of international driver's licenses. 1) where your state driver's license gets a sort of a printing on it that says you can drive internationally and 2) an actual drivers license issued to you that is not issued to you by any governing body of this country(USA). The second one is the one you would want to be going for.

But heed this warning, any cop who pulls you over is going to be on his high horse to take you to jail anyway regardless of the legal right to drive you have attained through international means.

If your resourceful enough you can have his job and his badge for something like that.
