Arrest w/o warrant in AZ

My little brother was arrested today after several months of a local sheriff in Mojave County Az. was pressuring him into doing controlled buys. He has been out of drugs for 6 months now and working full time. Today the sheriff had been driving up and down our street waiting for him and his girlfriend to get into their car. They were quickly pulled over and my brother was dragged out of the vehicle and arrested, when asked we were told he had a warrant for 'narcotics'. This is his first arrest in az, the worst he had before this was a ticket for driving w/o a lisence for which the car was impounded and he was given a hefty fine.

Help me, please. I am confused as to whether or not this is legal and what are his rights as a US citizen in the state of Arizona?
Can someone, anyone, please help.

make sure he hires counsel and do not communicate further until counsel is involved. The case may be weaker due to the passage of time and the sheriff's actions.
