How do I serve a TRO on someone that doesn't have an address; he's homeless and an exconvict? Can I do substitution of service on the Parole officer for the POS to be valid?

You can try that yes and the judge may agreee and allow it--or any other place where you would expect he could get notice.
You may also ask the judge what he will accept. Or have a private detective locate him and serve him. |
