Domestic violence... What can she do to prevent his release?

My female friend is experiencing a very difficult divorce. She had been
married for 10 yrs. Two girls (age 11 and 13). Her Ex-husband (very recently
divorced) is a drug user, a thief, very physically intimidating, and
currently in Jail awaiting a his case to come to court - very soon. He is a
very clever, aggressive, dangerous, threatening her life several times - but
always lies and though seems to be contrite in what he had done (long
rap-sheet, drugs, theft, battery, always getting into fights, etc) was recently facing a 6 year term and when the case got to court it was thrown out
(SHE WOULD LIKE TO KNOW WHY, BUT CANNOT GET AN EXPLANATION!!!) Also, he broke the
exparte\' that she had against him, and stalked her stating he would kill her
and cut up and hide the pieces of her body - then - he broke into her house,
and abused their daughter. - fought with police and went to jail - . She is extremely scared that IF/WHEN he gets out - he will kill her.
Q: What can she do to prevent his release?
