Default Innocent mistake

I know someone who stayed past their normal 3 month visiting visa in the US.
Then it more complicated because she lost her passport. She has looked high and low for it and still has not found it. She has been living in the US illegally now in fear because she didn't know what to do about it.
It has been a couple of years now because of the above mentioned reasons.
My question is this: If she turns herself into her countries consulate, what would be her process to return to her home country, and what would happen to her over here if she turned herself in in that way? Would she be detained here? How long? and would her home countries consulate be able to help protect her in some way? She really just wants to go home. Her mother has had a heart attack now, and she needs to go home.
Her home country is Ireland. Also she has done NOTHING illegal over here, no driving, no record, no felony, no misdemeanors, and no illegal working.
please help!

She can just fly out but she will not be let back in.

But she Lost her passport and cannot find it , as I wrote in my first post.
But she had her family mail her her birth certificate.
So, can she still just fly out?

Her own country will still give her a new passport will they not?

They don't care that she overstayed. That is not their issue?
