INS Hold not in custody
My husbands family came to the US 10 years ago on tourist visas that have now expired. We have established legal residency for my husband already.. My question is about my brother in law. He was arrested last week and released within 24 hours, but his paperwork has ins hold written on the top of it. He has a notice to appear in November. Can someone explain what is going on? I cant find any information online about someone having an ins hold and not being in custody or being released on bail. Thank you!
