adjustment of status

My wife Status:

assaylem Applied in 1997
denied deportation order with volentry departure issued Mar 1999
apealed to BA summerly denied appeal.
didn't departed till now
10 years after failure to depart.
Citizen sister petationed her with priority date Mar 2001 during 245i before April 30, 2001
petation approved and sent to NVC waiting.
father become citzen 2008.
father didn't petation her yet.

question is if father petation her now as preferce F3 married daughter for US citzen will she priorty date can be trasferd to his petation i.e. from F4 to F3 if so will she able to adjest next year if F3 PD becomes Mar 2001 her priority date from F4 petation??
