Green card after deportation!

Hi! My sister is a uk citizen who studied in the U.S with a students visa for 4 years. This was in 1991. In 1998 she was deported. She would now like to apply for a green card via our brother who is now a U.S citizen through marriage. I would just like to know what her chances are of succeeding are.
