embassy messed up passport.HELP

my husband was deported from U.S. in 2003(after being in hold for 14 days)
for carrying medication without prescription, and he also had a pending
warrant in his name for internet fraud.
i got his case dropped in 2006 \"pro se qui\".
when he reapplied his past cancelled tourist visa of 10 years was reinstated
in oct. 2007. but when he landed in washington, he was sent back again
saying he should have been given a waiver and not a visa as 5 years of lat
deportation were not over.when he went back to embassy in india, he was
interviewed extensively by dhs officers who admitted they made a mistake and
would grant a waiver but it will take time. they returned his passport after
1 month with the valid u.k. and canadian visas camncelled as well. all
original documents they have not returned.
HELP.THIS IS AS GOOD AS BEING A PRISONER IN INDIA.
PLEASE GUIDE US AND HELP.

I would suggest you get immigration counsel involved to help expedite what appears to be an agreement that they will give him a waiver.

Or simply be reasonably persistent with the staff.

It may help if you can show some exigent circumstances.
