Is it blackmail?
A construction worker works for four months. In the end, the client refuses to pay what is owed. The constructor worker is aware that the client's project was built without proper permits. Is it blackmail if the construction worker says, "Pay me what you owe or I will turn you into the City."

If it is a criminal offense that you are threatening to report it is clearly blackmail.
best to avoid that--sue in small claims... |
