Default voluntary dismissal of garnishment without prejudice

My wage is being garnished (I live in Georgia) and all of the sudden I received from the debt collector a notice of voluntary dismissal of garnishment without prejudice.

What does it mean exactly?

Also if the collector decides to sue again can I fight the lawsuit this time? Because when He sued me the first time I mess the court date but the status of limitation on that debt was already expired: I got judged by default.

So Can I fight this time with that argument that the status of limitations is expired.

...meaning he stopped for some reason, but can apply to continue again--

it is not clear what caused him to do that.

I have recieved the same letter what does that mean? does this mean i no longer have to pay this debt back and if so can i fight it this time?
