Confused Can I be charged fees on fees? HELP!!

I own a condo with HOA dues (monthly assessments) in Washington state. I asked my daughter to pay some months in which she incured 2 late fees and bounced check fees. We have been current with the assessment fees but some late fees are still outstanding. Until we pay off all late and bounced check fees we continue to be charged late fees each month even though all assessments are paid before due each month. Is this legal? Can we be charged "late fees" just on outstanding fees? The condo owners manual states "The Association may from time to time establish reasonable late charges and a rate of interest to be charged on all delinquent assessments or installments thereof. Assessments shall bear interest from the date of delinquency at the max rate permitted under law". I still don't see where they can charge late fees on late fees.. do you?

They can deem the account not current and charge a fee.

best to bring it current asap--and then perhaps ask for a refund of some of the late fees. They may oblige.
