Question Judgement -garnishment

I had a garnishment against me in 2002. It was taking out my payroll
check consistenly Til 2005 AND than it stop. I thought it was done or complete. I received a letter a couple of days ago renewing the garnishment. Is their any statue of limitation that can help me? A judgement was issued in 2002. The harrasing ment has continued since 1998. It seem everytime the renew of the garnishment the balance continue to change. In 1998 the balance was $3200. In 2002 the balance was $17k. A couple days ago the balance is $15k. Is there anything I can do? Also, can I make payments instead of garnishing my check? What are my options?

Bankruptcy would often also extinguish the obligation.
