Does the 4 year statute of limitations in California start when I had a medical procedure or when I received the bill? Help!

Thank you! I have been told that 4 years statute is correct, but starts when I receive the bill not when the medical procedure happend. 4 years for the procedure and only 3.5 years for the billing.
