QUICK QUESTION!!!

Last year a land lord and a friend of my mine went to court over an apartment they had rented. The court ruled in favor of the land lord and my friend was ordered to pay 650 to the land lord. It is my understanding that there was no payments set up, to this day they have not payed a cent. Last week my friend got served a paper at work again from the land lords lawyer threatening to garnish his wages if he does not pay one hundred dollars by friday. So, he got a hundred dollars and went and paid this in person, the lawyer said see ya next week, and my friend said what? The lawyer replied we expect this every week to keep us from going to court. Now the balance due is 870 dollars. One how did it jump up so high and two if my friend started paying the court directly on this matter, would they still be able to go after his wages?
