Default Third Party collections in Europe

Are there any laws specific to European countries which govern or license how a Outsourcing Service Provider works when they act on behalf of a company to handle their Business to Business Receivables and collections? Any help on this will be appreciated. Probably similar laws to USDCPA? But this is not consumer debt, but collection of invoice values in normal course of business. The Outsources Service Provider collects o behalf of the company,

If it is commercial debt it is much less regulated. There can be minor variations nationally but you are pretty much free to collect. Consumers is a different story and much like the USA.
