Confused Contractor removed Fire Alarm Panel to force payment

A sub-contractor showed up at a fully occupied building to service the fire alarm panel that was showing a malfunction. Rather than servicing the system, they removed the panel and are holding it hostage in order to force payment of an outstanding invoice.

What is our course of action as a landlord/property manager?
