Help with a repo

Here is the situation, my mother defaulted from her monthly car payments with about $2300 left on the balance. It has been about 8-9 months and the account had gone into collections. She now has available money to pay the current balance but the collection company is asking for $4000. The lender or lien holder has tried to repo the car but she would like to pay of the balance and have the title released to her if she does. Can a debt settlement letter work for this type of situation? Can she settle for the original amount owed? Can she ask for the release of her title if the balance is paid? And finally can she request that all attempts to repo the car cease? She lives in FL if that is needed. I can't really help her because I have never financed a car in my life. I just save up 2-4 thousand and pay cash up front.

She can do all those things but since she has defaulted, the lien holder must agree--and she needs to get that in writing.
