Confused Charged off from Banks

I learned that "Charged off" accounts means the accounts that the bank claims as a "bad debt", and not collectable. So after they write me off as charge off account, do they still have my name on record? Is it possible for me to ever get a loan from this bank agian in the future without paying for this charge off account?
