alberta probation appointments

my brother was charged with voyeurism in ontario a year ago. he now lives in alberta(very recently moved).

he got set up with a probation officer in alberta and she demands he visits her in person weekly. his job makes it very difficult if not possible to be in town that often(since he works up north and is working for weeks at a time)

she says tough luck and he'll have to find another job. shes claims it is alberta law for sex offenders to visit weekly(even though he is not a sex offender, no criminal record)

anyone have any idea how alberta probation officers work? is she just being difficult or is she sincere?
