Adult and a minor (legal age of consent)

I have a disturbing problem that I need help with. Recently my wife was in a play as was her 16 year old brother. During the course of this play a 20 year old woman began flirting with my brother in law and just generally showing sexual interest i.e. engaging him in suggestive conversations, repeatedly speaking suggestively to my wife about him and even telling her that she and he had had a conversation about this size of his penis. Last night he was supposedly going to spend the night at a friends house and, through a slip of the tongue by this friend, my wife was made privy to the fact that this woman was planning on having contact with my brother in law. This morning my mother in law texted my wife and told her that she has reason to believe that he was not where he said he was going to be. Im not stupid, I was a 16 year old boy once and I know that if she is willing he was more than willing but I want to know if there is anything I can do legally because its wrong for an adult to be involved in any romantic capacity with a minor. I realize that all of this is heresay and everyone else seems capable of turning a blind eye to a potential sex offender but there are too many red flags and I need advice. I live in Washington state and I know that the legal age of consent is 16 but this is still inappropriate. Please help.

I wish to inform you that in Washington the age of consent is 16 years. Thus as your son is of 16 years of age therefore he has attained the age as per Washington law. Further in this as the person of 16 years is a minor therefore there can be restricted through parental restriction which are on a minor. Further under law the adult having relation with the minor must not be such which is in a position of control or authority over the minor in which case the age of consent is 18 years.

Basically he is free to carry on as he pleases sexually once he reaches the age of consent. I am not sure what it is in Washington, but if it is 16 then this is not a sexual offense. In most states though a parent can restict the activities of the child, even going so far as to take out a restraining order.
