Confused federal transfer embezzlement

How can we get a state case transferred to federal court? It meets all the federal requirements. The defendant is financial directorof a county, signs the judges checks, and is protected by a network we cannot penetrate in the state courts. Should we file a new federal case when everything has been presented in state court ad nauseum? This case is more than five years running. Thank you so much for your help.

You had better have a federally active litigator look over what you have done so far. You can then review various options. You can't just transfer out because you don't like the judge; there have to be legally based reasons.
