Default criminal law (not a civil law) in the Netherlands governing the non-payment

State: All States/Provinces

Is there a criminal law (not a civil law) in the Netherlands governing the non-payment (or failure to take actions regarding payment) of debt? I have been told that one can be charged as a criminal if one makes no attempts to pay debts?

You can if it is purposeful fraud but that is seldom charged if one simply cannot pay his debts.

It is not like Dubai where you indeed can be jailed.
