Proposed CA law to require violent crime reports

A California lawmaker wants to make it a crime when witnesses don't report all violent attacks to authorities.
Assemblyman Pedro Nava, D-Santa Barbara, said Thursday his proposed legislation is in response to the gang rape of a 16-year-old girl outside of Richmond High School's homecoming dance on Oct. 24. The measure would close a loophole in the law that currently requires witnesses to report a violent crime only if the victim is younger than 14, said Nava, a candidate for state attorney general.
