Default Shoplifting

It is about my brother.
Non U.S. civilian was caught by MP in AAFES on US military base (outside USA) where worked for proved episodes of shoplifting. He was released from Police St. same day, fired and next day departed to his (non EU member) country. When he was releasing from Base Military Police Station investigator told him they will keep his records confidentially and will not inform about the case any other third party, except his sponsor. (Of course it will be records in Data Base of U.S. MP and US Government and since records will be done it will be practically impossible for him to get job with US Government institutions or get Visa for USA or EU countries at least in foreseen future).
Representative of Sponsor told him the same – Sponsor is not going to inform anybody in his country, but definitely will inform his employer (he worked for sponsor through other organization where was employed) about what happen. They sent him home next day.
When he was in his home country employer call him and during their telephone conversation told him they are not going to sue him but just awaiting the final decision from Client (Sponsor) and MP and hope to get it soon, settle the issue and close the file. But he could not rule out possibility Sponsor or MP may change their decision about his punishment. After these words few weeks passed and there is still no any settlement - as employer said they are still waiting.
Therefore I am scared and looking for answers
1. Can PX change now the sum of compensation they asked when my brother was catch?
2. How much sponsor may charge from his employer (theoretically) and may they sue him internationally for what he had done?
3. Can they ask for more severe punishment?
4. Will MP inform Police authority in his country about his crime?

Yes it could be changed. Any penalty amount should equal to to time and losses involved by any parties involved.

It can be handled as a civil matter or police can be involved, but they cannot blackmail you--they have to choose what they want to do and do it.
