fraud? conversion?

fraud? conversion?
I am a Montana high school senior. Today, our superintendent told us that all monies made through concessions would be split 50/50 with the athletic departmnt. At the beginning of this school year and every previous year, we were told all funds earned would be retained by the class or organization earning the funds. Is this illegal or just a rotten thing they can do to us because we are only high school students?
