Fraud?

Hi, I live in Ohio.

Last June I signed my car over to my now ex fiance on the terms that he would buy another car for me to replace it. He never gave me a car or any money to compensate me. In September he sent text messages to my phone saying that he would give me my money by October 17th. Obviously, since I'm writing this, he hasn't paid me a cent.

I've also found out that he had been driving the said car that was now in his name with my license plates on it. I've also heard a story from a friend of his that he was only dating me untl he got me to sign over my car. How would I go about reporting this to officials. Do I even have a case against him?

Did you sign the vehicle transfer documents? If so you have no case.

Hard to have law enforcement involved if you signed it over, but you can certainly sue in small claims or other court.
