Car title issue

Hello there. I purchased a car that did not run at all (hole in the engine block). The owner gave the title to me. This is where the issue arises. The original title holder signed the title, then the fellah that sold me the car signed the title. I have tried to get the fellah I purchased the car from to go down to the DMV and title the vehicle (so the state can get thier taxes), but in the past 2 years that has been a no-go. So I have a car that sits in my driveway untagged/registered. I put time and effort into getting this car to run (installed new engine and various other items) and now that it is running I can't get the car titled in my name. I'll take any input on this issue so that I can get on the road again.
