Can anyone help me?

I live in an apartment building that faces another apartment building and both are ran by the same management. Last Saturday these people were peering into my apartment from their balcony in the building opposite mine with binoculars. I reported it to management who told them to stop doing it. They continued to come out on their balcony showing a slitting or cutting off at the neck action screaming "you're going down".

My neighbor was here to witness it. Last night they continued to escalate it by telling my friend and I to "shut up". We said "what?" And they yelled at us to "shut up" and the son was yelling "I could kick your ass for getting us in trouble with management". My friend who lives in the building opposite of mine, where the mother and son were yelling from said "we will go and ask them nicely to stop harassing us". This was at about midnight or just before. We knocked on the door and asked the son if he was yelling at us and harassing us. He said n!o. Amber said "well does anyone else live here and if so could you see if they are the ones yelling and please ask them to stop?" He told us it was none of our business.

Then his mother came from behind him calling us *****es and saying she was going to kick our asses. We said "ok..we tried to ask nicely, you are threatening us and we are calling the cops". We started to walk down the hall to the elevator and she came after us swearing and was about to hit me. Her son grabbed her and threw her to the ground and dragged her back into their apartment. I said "I'm calling the cops". They continued to swear at us and she kept trying to get out of the apartment to get to us. So we went to Amber\'s apartment and called the cops. I told Amber I had to come back to my building to grab my puppy and my cigarettes ( I was feeling stressed).

They saw me walk into my apartment through their binoculars and started yelling at us to come out because they were going to kick our f'n !asses and she was going to kill us. We yelled back that the co!ps wereon their way. I grabbed my cigarettes and thought maybe it be best to leave my puppy at home after all. My other neighbor knocked on my door and said she is seeing everything happening and she will watch my puppy until the cops come. So I said thank you and we left to go to Amber's. They saw us walk out of the building and the woman from that balcony screamed "I'm gonna f'n kill you" and her son was yelling "I should've let her at you guys..I should've et her kick your asses"...the mother kept screaming at us to come upstairs and she was going to kick our f'n heads in. I looked up and loads of people were coming onto their balconies. I yelled "stop threatening us the cops are on their way to deal with you"...she yelled "I'm going to f'n kill you" and then threw a full glass beer bottle at Amber and I from her 12th floor balcony. It shattered within a foot of me. I freaked out and started yelling at them saying "you threw a beer bottle at us???" and they just ke!pt saying f-you and uttering more threats. We went inside. Finally the cops showed up and one neighbor that saw them throw the beer bottle at us wrote up a page long statement. When the cops came they told us that nothing can be done with someone who's uttering threats. Which I know is wrong. And I said what about the beer bottle? They said nothing could be done because I didn't get hurt! I couldn't believe it. They were so rude and said they'd go up and hear their side, crumpled up the page long statement and said it means "nothing to them". So they went up and as soon as they left the woman was outside throwing cans off her balcony. The cops basically said they couldn't do anything because they didn't see her do it and that there were only black ice vodka cans and canadian beer cans up there. Just as they said that a neighbor yelled from their balcony "look officer! She's throwing stuff again and yelling"....so they went to the parking area and shone their flas!hlight. There were six black ice vodka cans on the ground surr!oundingthe shattered beer bottle. Finally they were forced to do something so they waited outside with a taser and went up and spoke with them. I left and went home. They did whatever they had to and left. These two (mother and son) came back out trying to coax me out to fight them continuing to tell me they were going to kill me. I finally fell asleep. I awoke at 8 am to her yelling from her balcony, still drinking calling me names and saying she was going to kick my ass. It continued on for a half hour so I called the cops again. They showed up..these ones a lot nicer and actually listened. They went up and talked to them and said property management was going to evict them and to lay low. The woman continued to drink her beer and utter threats at me that her son was going to kill me and not to go outside. I grabbed my phone and videotaped it. You can hear her yelling at me in it. This continued until 2 in the afternoon when someone else called the cops on them because I remained!inside and she continued to just yell and try to peer in my windows with her binoculars. The cops showed up again at about 3 with building security and the area manager for these buildings. They issued them an eviction notice and said there was nothing else they could do and I am to ignore her. She finally passed out on her balcony at about 4 p.m. Security said she was motioning at him to that she was going to slit his neck or cut his head off. Basically...it's now 7 p.m....I see her moving outside on the balcony which means she's waking up. I don't know what else to do. The cops won't arrest her even though she did break the law 2 times even though the cops say they can't do anything???? Can I sue the City for this kind of neglect? And what's going to happen tonight? I have about 6 witnesses. Any advice would be greatly appreciated. Thanks kindly, Kelly

You might want to go to your local court and seek an order to help protect you. Even if the police will not act, a judge may very well view it differently and it would seem those people may not do well in a court.

Your local court should have forms you can use to file for this.
