Question Illegally obtained passport?

I need to know about this. 7 years ago I applied for my then 9 yr old daughter's passport. I was never married to her father but we lived together for 8 yrs and then he left. From the moment he left he contacted me sporadically and he sent some child support, then I was going to move to Europe and I told him, so he asked to have our daughter for holidays prior to leaving for Europe, he kept her three months more than agreed and register her for school, I had to return home to better deal with the situation and I was able to persuade him to send my daughter back to me, then he got lost again, like many times before, he only gets in contact when he wants, I have never been able to contact him when I needed (he doesnt answer phone calls, emails, etc,. ) At that time I was planning to go back to Europe and I applied for my daughter's passport by myself, notarizing a document that I wrote and said that I did not know where to contact him or where he was. I got the pass, came to Europe, after that, when he finally contacted me again and I told him I was in Europe, he was angry and he tried in every way to make authorities see that I was neglecting her by bringing her here and no school, etc, which was not true and even the American Consul came to visit where I lived to check on my daughter, and he saw she was perfect;y ok, so that ended there. It has been 7 years and again he was in contact very rarely and only sent once 50 bucks for our daughter. At this moment my daughter is with him because she thought she wanted to live back there, but after a little while she called me that she wants to come back to me. Now he is the one who has to apply for her passport (her old one had expired and she got an emergency one) but it has been 2 months since he said he applied for it with no results, I bet he is lying, but my real question is, because his partner told me that the criminal division of the dept of state has evidence that I knowingly obtained her passport illegally and comitted perjury, so they are kind of threatening me with that so I dont push it anymore about getting her back, which is entirely her decision , she is 16 now. I think that if I tthat, they have always known my address, they could have arrested me already, in 7 years, did I committed a crime?

I am not sure if you committed a crime unless you really did know where he was when you said you didn't. If I am not mistaken if he really wanted to he could have charged you with international kidnapping.

Well, I just used the circumstances to my advantage and he was a deadbeat father until just about 6 months before; I had an address and a telephone number, even an email, but he never answer when I contact him by either way, I have always had to wait until he decides to talk to me and the address, when I searched, was not under his name or his partner's, so technically, I did not lie...but he is trying to make me think that they are waiting for me to appear to arrest me, but he knows my current address...
