Confused government immunity to mistakes of felon in possesion of firearms

My Husband was incarserated for being a felon in possesion of firearms even though the local county sherrifs department checked his background and issued him a handgun purchase permit leading him to believe he wasn't a felon for his incarseration when he was 15yrs old. I am trying to find out what our legal rights are as for as suing the county or getting my husband out due to their mistake leading him to believe his wasn't a felon.
