What do I do now?

I found out today that the boy who raped my daughter was not prosecuted for this crime as we were first told by the juvenile prosecuter.I don`t understand why we were decieved.Because the boy is a juvenile, It is impossible to get any information what so ever on this matter.I am so disgusted and frustraighted It`s hard to breath sometimes.It seems that this boy has more rights than what he deserves.I want charges brought against him for this and prosecuted.How do I go about doing this since he is a juvenile?
