Default official misconduct? (enforcement officers, mental hospital)

Can law enforcement officers "cops" be held civilly liable and/or criminally responsible if there is evidence that would serve as proof in a court of law that they have lied to an emergency psychiatric screening service in order to force someone they had detained into a mental hospital ???

Yes they certainy could be liable and there are many lawyers that cover that area of law.
