Law Enforcement Officers Safety Act, a/k/a HR-218.

This law was passed by Congress to allow active and retired police officers the right to carry a firearm throughout the U.S.

Is the law flawed? It states in part in 926B (a)....."may carry a concealed firearm that has been shipped or transported in interstate commerce,......

My question is, does that mean, according to the wording of the law, that if I want to carry my firearm in another state I have to ship it there first, than carry it? Or does "interstate commerce" mean traveling from one state to another by anyone carrying anything, even those not engaged in trade or business?
