Exclamation Debt statutes - Germany

Can someone tell me please what is the statute of limitations on credit card debts accrued in Germany with German bank by US citizen? Debt has been passed from bank to collection agency and attempts to collect from resident in North Carolina. Can collection agency sue? Does the statute apply for Germany or for North Carolina?Thanks.
