Mastrcard refuses to cover unauthorised transactions

I have been issued a MasterCard credit card by a local bank in Azerbaijan. There have been unauthorised transactions in Italy on my card - approx $2,000. The bank claims that MasterCard refuses to declined he reimbursement claim and refuses to cover them itself and makes me pay the whole amount. The agreement with the bank and bank website contain no specific information on how to resolve such disputes. The only relevant infomration in the agreement says that disputes should be resovled by negotiations with the bank. What are my cardholder rigths and what am I really liable for? It would have been clear in US or Europe but I failed to find any infomration on how these regulations apply in my case.
