Bank is stealing from trustee account

Bank is stealing from trustee account
My Father set up a savings account for me 15 years ago with him as the trustee. He hasn't put money in the account in over ten years. The bank has started taking 5$ a month from that account. Can they do that if these fees were not set up when the account was opened?
