Confused Student research paper and plagiarism

State: New York

If a student submits a research paper and 100% of the paper is from other sources, even though these sources are cited or references and quotation marks are inserted around the copied desk, is this still considered plagiarism. In other words if a research paper is submitted and the 100% of the content is from sources (0% is original content), does this constitutes plagiarism or does it depend on the nature the paper and the assignment given, i.e. reflection paper versus research paper, versus position paper, etc.

That is not plagiarism, even if it is not a great paper. If the cites are there there is nothing illegal or morally wrong--
