Default Film development

I placed an order with a privet photo imaging business to develop two rolls
of black and white film. I understood that the roll of film would be hand
developed instead of being processed through a machine. I asked for the film
to only be developed, not printed or scanned onto a disk. I had made it
clear when I had placed the order what I was expecting.

When I picked up my order, I was surprised to see that my bill was $30,
for the two rolls and a computer disk I had not asked for.
I asked if there was any way I could only pay for the labor and chemicals
used to develop the film. They had explained that I was required to buy
something, and they couldn\'t just develop film. They offered to reduce the
price of the total package, but I still felt that the price was
unreasonable.
Despite the attitude given to me by the store employees, I felt scammed
out of my money. I am a working student and can not afford as big of a
purchase as that.
Is there any way I can legally get my film back? I am willing to pay $14
for my film, which I think is still too high, I really need my film for
school.

If you did not agree and feel they misled you, you may file in small claims. They would almost certainly pay you at that point plus they would have to pay the filing fee to settle it.
