Contract dispute with Curves
I have a signed contract with Curves for a $29/month maintenance fee. This rate will not increase as long as I am a member. Curves is offering a new (optional) program. Those with the "old rate" of $29 will have to pay $6 more per month to join the program, whereas members who signed a contract at a later date and are paying $35/month will not have to pay the additional $6/month fee. Is this legal?

They cannot change the price as to your existing services but can change or charge more if you seek new services to any extent.
