hi i bought a car on ebay and have changed my mind as i couldnt afford it on later reflection what legal obligations have i

They have to re-sell it but they can charge you for the costs of selling again and if they sell at a lower price they could possibly sue you for the difference.

But if they sell it easily, often they will just move on.
