Confused Lemon Law?

I just bought a car in May. (I live in PA) It is a new 2006. I have noticed spots of surface rust showing up. This worries me. There is NO reason for a car this new to be showing surface rust. I brought the car to the dealer for it's 1st oil change & told them about the rust. There were 3 spots showing rust. They "buffed" one area & the rust came off, the next area they dismisses (inside the gas door) as a "special sealant that is used in that area". They said that they would wash the car for me & that should come off. The next spot was on the trunk lid where I had my XM radio antenna. They had my car for the entire day & called & said that I would need to bring my car back in for a manager to look at the trunk. I made an appointment, brought the car in they said they would repaint the trunk only. This made me mad because the rust has shown up in other places, obviously there is a problem. I brought the car in to have the trunk repainted only to notice that upon picking the car up they had listed the work done as removing dirt from the paint, not rust. If I see rust again do I have a lemon law case? They refuse to document or admit that there ever was rust & the pictures I took don't show whether it's rust or dirt.
