Confused Identity Theft and Food Lion

My wallet was stolen at Food Lion Inc. on March 6, 2007. I have taken
the necessary steps to cancel checks, cancel visa/debt cards, get a new
ID, filed a police report and filled out an affidavit. 6 of the fraudulant charges made to my acct. since march 6 th have been at different Food Lions around the city. I recently received a letter in the mail from their headquarters saying that I had a check bounce. My bank retained the copy of the check which was written on 3/6/07.. signed by "J. Russell" (my husband) and had my Drivers License number on it. The other 5 charges to different Food Lions around the city were done on my Visa check card. I went up to Food Lion today to try and clear my name, and the manager there said that they're contract with Visa and Master Card says NOT TO ask for ID for Debt or credit cards as it is an "unconvenience" to their customers. Is there any legal action I can take to change that policy? It has cost me at least $1,000.00 in fraudulant charges! AND I had to miss work to straighten out the matter.

Why do you have 1000 in charges--the bank and card companies should waive all of those?
