Default Wedding Planner

We have hired a wedding planner to help with our daughter's wedding. The planners fees are 10% of the vendors they work with. Are the planners allowed to charge this 10% on the HSTand gratuities paid to the vendors as well?

That is purely what you agree. You need to to discuss it or if this has already happened then you need to look at what the contract said.

Normally they don't take a percent of tips...
