Where do i go from here

My 17 yr old took his 1999 Old Alero to a "friends" garage after a small wreck, the "friend" charged us an arm & a leg to fix the thing, now 4 mths after its yearly inspection (done right after the work is done ) we thought the breaks were soft, so we took it to a mechanic & had them checked, no breaks, no rotors, no callipers, wheel bearings are shot, all of the work that we paid for isnt anywhere to be found!!
Now we have a $625 bill to fix the car before it will be safe for my son to drive again!
So what do i do? Do i go to the inspection mechanic & ask for the inspection report?
I feel that the first $525 went in this man's pocket, and the inspection mechanic charged $75.00 for the inspection & emissions tests?

This is a tough situation.... No easy answer...

Not sure what to do now?:???
