Default NY repairmans or mechanic lien

A shop quoted me a price of $7,500 to paint a 1976 vette. He examined it from top to bottom said that vettes are his specialty and the car was in really nice condition except the paint was fading and said he can re-paint it for $7,500.

He had the car for 2 years without working on it and finally started early this year and I suddenly got a bill for $12,186 which is about $4,000 over his price quote.

I questioned him on his prices over the phone and that the extent of cosmetic work necessary should be kept within his quote or he should have contacted me on my options... I didn't think cosmetic "repairs" is the same as mechanical repairs needed for reliabilty.

He was offended and told me he'll keep the car and hung up on me.

I tried to contact him again and left messages telling him I'd rather not continue arguing and said I\'d like to stop by to see the car and we can just resolve this and for him to confirm I will be allowed onto the premises to pick up the car.

He never responded to my messages and never answered the phone when I called again a week later.

2 weeks later, he e-mailed me and wrote that I should have picked up the car last week and will file a lien on the car and says he is charging me $150 a day for storage since completion.

I e-mailed him back and reminded him that he said he was going to keep the car and didn't call back to confirm an appointment I asked for to stop by to examine and pickup the car. I asked him again when I can come by to see the car but storage charges are not my responsibilty if he won't
respond to my requests for an appointment.

He has not e-mailed me back.

What are my legal rights against his attaining a lien when he won't even give me a chance to see the car and now added storage charges to his bill?
