Confused State Laws Super Seed Schools Policy

I have a quick question. I live in Texas and having an issue with one of the former schools I attended.

Based on the Texas Education Refund Code, a student is entiled to a full refund of tuition and fees charged towards them if a employee or advertisement misleads them to enroll. I was and now I'm trying to fight it.

Now a Rep from the school is claiming that I signed the agreement and one clause states anything stated by a Rep is no longer valid, only what is on the agreement is.
But, the odd thing is the Texas Refund Code is also listed on the back of the agreement. So the school is contradicting its self in the agreement.

So, the question is, Does the state law Super Seed the schools policy?

the code normally still governs especially when you allege fraud or improper conduct
