You can declare in the location you reside.

But if you have US debts you will need to file in the US as well normally.

I am also living oveseas now but I am trying to figure out how and IF there is way to declare bankruptcy when I have lived outside the U.S. now for over 180 days and I have no property there anymore. One lawyer is telling me that I cannot file in the U.S. and another lawyer is telling me that I can. Because I had a checking account there anyway. ONLY the checking account. I also been told to check with a lawyer in my overseas country about their laws here. Since I now own some property in this overseas country.
