Confused Unfair Enforcement By City

Any advice on how to respond to the city code enforcement person because the fence on the side yard of a corner lot is too tall? All corner lots have high side yard fences in the neighborhood. I sent the city a couple dozen nearby addresses and photos, but they simply cite the code and say to lower the height.

The fence is a replacement of a same height dilapidated fence. Currently it only has posts and the top rail. So technically there is no fence since the definition of fence states that a fence is a barrier.

The enforcement is unfair since hundreds of nearby corner lots have the same configuration.
