Default Dissolving an HOA

Does anyone know how to go about dissolving an HOA in NC and even dissolving the condo designation altogether? We have an HOA and management company that does absolutely nothing. Most of the owner haven't paid their dues in years and it's a waste to keep paying dues. Most homeowners want to go freehold but no one knoows how to go about it. Any advice?
